Can these errors harm the site and can it function properly?

Looks like your hosting setup does not allow TeraWurfl database installation. Probably it is shared hosting set-up which is not well configured.

What hosting provider you are using? We can start building blacklist of "not good" hosting providers.

What questions should I ask my hosting provider to get this sorted? I use Hostdime, who normally respond very quickly to issues like this.

berthelemy, issue with warning of disabled functions will be fixed in 0.9.8.

To have no problem with unpacking of TeraWURFL database, ask your hoster to install/enable "bz2" php-extension.
