Being logged on mobilejoomla.com, visit product page in www.mobilejoomla.com/extensions.html
"Download" button will be at the same place where "Buy" button was previously.

PayPal doesn't send payment data instantly to our server. Usually the delay is less than 1 minute, but sometimes it takes more time.
