JInstaller::install: Failed to copy file: /var/www/vhosts/gogasaga.com/httpdocs/joomla/tmp/install_4d07853b5a4a9/en-GB.com_mobilejoomla.ini to /var/www/vhosts/gogasaga.com/httpdocs/joomla/administrator/language/en-GB/en-GB.com_mobilejoomla.ini

Is this most likely a permissions issue of some sort?
It's a fresh Joomla v1.5.1 install.

Yes, most likely you have no write permission for /var/www/vhosts/gogasaga.com/httpdocs/joomla/administrator/language/en-GB/
