Tax error in PayPal pricing

I was looking to purchase the Elegance template - at the launch discount price - but when I get through to the PayPal order summary its adding UK VAT(sales tax) at 23% when it should be 20%. There's only $1.24 in the difference but I don't like to pay more than I should...

Hi workspace, according to the tax law, every country in EU collects their own tax percent i.e we collect 23% from every EU state. Similarly when we buy something from UK, we pay 20%

Okay - now I have a problem! When I went back to the make the order again (the PayPal page timed out of course...) I can't apply the discount code because "You have already used this discount code"
(that error message isn't showing properly in my creaky old Mac Firefox 3.6 btw I can only see the very top of the text - I had to cut and paste to read...)

Hi Cool, I was going to buy the template but I stopped because of the $15,87 of taxes. This does not make sense, companies are tax free in all Europe and I never paid taxes on any purchase from US. Can you please check again, because the template price is not very low for a commercial one, but 23% of VAT which is not due is really too much.
